(2) lit. a) din Ordonan\u0163a de urgen\u0163\u0103 a Guvernului nr. 144\/2008<\/u>\u00a0privind exercitarea profesiei de asistent medical generalist, a profesiei de moa\u015f\u0103 \u015fi a profesiei de asistent medical, precum \u015fi organizarea \u015fi func\u0163ionarea Ordinului Asisten\u0163ilor Medicali Generali\u015fti, Moa\u015felor \u015fi Asisten\u0163ilor Medicali din Rom\u00e2nia, aprobat\u0103 cu modific\u0103ri prin\u00a0<u>Legea nr. 53\/2014<\/u>, cu modific\u0103rile \u015fi complet\u0103rile ulterioare,<br \/>\n\u00een temeiul\u00a0<u>art. 7 alin. (4) din Hot\u0103r\u00e2rea Guvernului nr. 144\/2010<\/u>\u00a0privind organizarea \u015fi func\u0163ionarea Ministerului S\u0103n\u0103t\u0103\u0163ii, cu modific\u0103rile \u015fi complet\u0103rile ulterioare,<br \/>\nministrul s\u0103n\u0103t\u0103\u0163ii emite prezentul ordin.<br \/>\nART. 1<br \/>\nSe aprob\u0103\u00a0<u>Normele<\/u>\u00a0de organizare \u015fi desf\u0103\u015furare a programelor de specializare \u00een vederea reconversiei profesionale, precum \u015fi \u00een vederea dezvolt\u0103rii abilit\u0103\u0163ilor profesionale pentru asisten\u0163ii medicali generali\u015fti, moa\u015fe \u015fi asisten\u0163ii medicali, prev\u0103zute \u00een anexa care face parte integrant\u0103 din prezentul ordin.<br \/>\nART. 2<br \/>\nLa data intr\u0103rii \u00een vigoare a prezentului ordin se abrog\u0103:<br \/>\na)\u00a0<u>Ordinul ministrului s\u0103n\u0103t\u0103\u0163ii \u015fi familiei nr. 66\/2002<\/u>\u00a0pentru aprobarea\u00a0<u>Normelor<\/u>\u00a0privind ob\u0163inerea specializ\u0103rilor \u015fi competen\u0163elor pentru asisten\u0163ii medicali \u015fi alte categorii de personal sanitar cu preg\u0103tire postliceal\u0103 sau medie, publicat \u00een Monitorul Oficial al Rom\u00e2niei, Partea I, nr. 123 din 15 februarie 2002, cu modific\u0103rile \u015fi complet\u0103rile ulterioare;<br \/>\nb)\u00a0<u>Ordinul ministrului s\u0103n\u0103t\u0103\u0163ii nr. 613\/2013<\/u>\u00a0privind aprobarea\u00a0<u>Normelor<\/u>\u00a0de organizare \u015fi desf\u0103\u015furare a programelor de preg\u0103tire pentru ob\u0163inerea specializ\u0103rilor \u00een domenii complementare specialit\u0103\u0163ii de baz\u0103 de c\u0103tre asisten\u0163ii medicali generali\u015fti \u015fi asisten\u0163ii medicali de pediatrie, publicat \u00een Monitorul Oficial al Rom\u00e2niei, Partea I, nr. 285 din 21 mai 2013, cu modific\u0103rile \u015fi complet\u0103rile ulterioare.<br \/>\nART. 3<br \/>\n(1) Specializ\u0103rile ob\u0163inute anterior intr\u0103rii \u00een vigoare a prezentului ordin r\u0103m\u00e2n valabile.<br \/>\n(2) La data intr\u0103rii \u00een vigoare a prezentului ordin, programele de preg\u0103tire pentru ob\u0163inerea specializ\u0103rilor \u00een domenii complementare specialit\u0103\u0163ii de baz\u0103 de c\u0103tre asisten\u0163ii medicali generali\u015fti \u015fi asisten\u0163ii medicali de pediatrie, aflate \u00een curs de derulare, se finalizeaz\u0103 \u00een condi\u0163iile prev\u0103zute de\u00a0<u>Ordinul ministrului s\u0103n\u0103t\u0103\u0163ii nr. 613\/2013<\/u>, cu modific\u0103rile \u015fi complet\u0103rile ulterioare.<br \/>\nART. 4<br \/>\nCentrul de resurse umane \u00een s\u0103n\u0103tate public\u0103, \u015ecoala Na\u0163ional\u0103 de S\u0103n\u0103tate Public\u0103, Management \u015fi Perfec\u0163ionare \u00een Domeniul Sanitar Bucure\u015fti, Ordinul Asisten\u0163ilor Medicali Generali\u015fti, Moa\u015felor \u015fi Asisten\u0163ilor Medicali din Rom\u00e2nia \u015fi celelalte institu\u0163ii implicate vor duce la \u00eendeplinire prevederile prezentului ordin.<br \/>\nART. 5<br \/>\nPrezentul ordin se public\u0103 \u00een Monitorul Oficial al Rom\u00e2niei, Partea I.<br \/>\nMinistrul s\u0103n\u0103t\u0103\u0163ii,<br \/>\nFlorian-Dorel Bodog<br \/>\nBucure\u015fti, 21 august 2017.<br \/>\nNr. 942.<\/p>\n<p><strong>\u2003\u2003ANEX\u0102<\/strong><strong>\u00a0<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>NORM\u0102 din 21 august 2017 de organizare \u015fi desf\u0103\u015furare a programelor de specializare \u00een vederea reconversiei profesionale, precum \u015fi \u00een vederea dezvolt\u0103rii abilit\u0103\u0163ilor profesionale pentru asisten\u0163ii medicali generali\u015fti, moa\u015fe \u015fi asisten\u0163ii medicali<br \/>\n<\/strong><\/p>\n<p><strong>EMITENT:\u00a0<\/strong><strong>Ministerul S\u0103n\u0103t\u0103\u0163ii<\/strong><strong><br \/>\n<\/strong><strong>PUBLICAT \u00ceN:\u00a0<\/strong><strong>Monitorul Oficial nr. 691 din 25 august 2017<\/strong><strong>\u00a0<\/strong><\/p>\n<p><strong>Data intr\u0103rii \u00een vigoare:\u00a0<\/strong><\/p>\n<p><strong>25 August 2017<\/strong><br \/>\n<strong>Forma consolidat\u0103 valabil\u0103 la data de\u00a0<\/strong><\/p>\n<p><strong>25 August 2017<\/strong><\/p>\n<p>\u2500\u2500\u2500\u2500\u2500\u2500\u2500\u2500\u2500\u2500<br \/>\nAprobat\u0103 prin\u00a0<u>Ordinul nr. 942 din 21 august 2017<\/u>, publicat \u00een Monitorul Oficial al Rom\u00e2niei, Partea I, nr. 691 din 25 august 2017<br \/>\n\u2500\u2500\u2500\u2500\u2500\u2500\u2500\u2500\u2500\u2500<\/p>\n<p>CAP. I<br \/>\nDispozi\u0163ii generale<br \/>\nART. 1<br \/>\n(1) Programele de specializare pentru asisten\u0163ii medicali generali\u015fti, moa\u015fe \u015fi asisten\u0163i medicali se organizeaz\u0103 de c\u0103tre Ministerul S\u0103n\u0103t\u0103\u0163ii, prin \u015ecoala Na\u0163ional\u0103 de S\u0103n\u0103tate Public\u0103, Management \u015fi Perfec\u0163ionare \u00een Domeniul Sanitar Bucure\u015fti (SNSPMPDSB), \u00een unit\u0103\u0163i sanitare din centrele universitare, \u015fi au ca scop, dup\u0103 caz, reconversia profesional\u0103 sau dezvoltarea unor abilit\u0103\u0163i profesionale.<br \/>\n(2) Programele de specializare sunt creditate de Ordinul Asisten\u0163ilor Medicali Generali\u015fti, Moa\u015felor \u015fi Asisten\u0163ilor Medicali din Rom\u00e2nia (OAMGMAMR), potrivit legii.<br \/>\nART. 2<br \/>\n(1) Programele de specializare prev\u0103zute \u00een anexa nr. 1 la prezentele norme, sunt programe de reconversie profesional\u0103, respectiv de dob\u00e2ndire a unei noi calific\u0103ri de asistent medical. La aceste programe au acces numai asisten\u0163ii medicali generali\u015fti \u015fi asisten\u0163ii medicali de pediatrie cu studii postliceale.<br \/>\n(2) Asisten\u0163ii medicali generali\u015fti cu studii universitare pot urma programe de dob\u00e2ndire a unor noi competen\u0163e profesionale \u00een conformitate cu prevederile\u00a0<u>art. 154 alin. (1) lit. a) din Legea educa\u0163iei na\u0163ionale nr. 1\/2011<\/u>, cu modific\u0103rile \u015fi complet\u0103rile ulterioare.<br \/>\n(3) Programele de specializare prev\u0103zute \u00een anexa nr. 2 la prezentele norme sunt programe de dezvoltare a abilit\u0103\u0163ilor profesionale \u00eensu\u015fite \u00een cadrul form\u0103rii de baz\u0103, dup\u0103 caz, de asistent medical generalist, de moa\u015f\u0103 \u015fi, respectiv, de asistent medical. Aceste programe sunt complementare specialit\u0103\u0163ii de baz\u0103.<br \/>\nART. 3<br \/>\n(1) Programele de specializare \u00een vederea reconversiei profesionale se atest\u0103 prin certificat de absolvire, \u00eentocmit conform prevederilor anexei nr. 3 la prezentele norme. Acesta este titlu de calificare care certific\u0103 o formare de asistent medical de nivel educa\u0163ional postliceal, conform prevederilor\u00a0<u>anexei nr. 3 la Ordonan\u0163a de urgen\u0163\u0103 a Guvernului nr. 144\/2008<\/u>\u00a0privind exercitarea profesiei de asistent medical generalist, a profesiei de moa\u015f\u0103 \u015fi a profesiei de asistent medical, precum \u015fi organizarea \u015fi func\u0163ionarea Ordinului Asisten\u0163ilor Medicali Generali\u015fti, Moa\u015felor \u015fi Asisten\u0163ilor Medicali din Rom\u00e2nia, aprobat\u0103 cu modific\u0103ri prin\u00a0<u>Legea nr. 53\/2014<\/u>, cu modific\u0103rile \u015fi complet\u0103rile ulterioare.<br \/>\n(2) Programele de specializare \u00een vederea dezvolt\u0103rii abilit\u0103\u0163ilor profesionale se atest\u0103 prin certificat de absolvire, \u00eentocmit conform prevederilor anexei nr. 4 la prezentele norme.<br \/>\n(3) Certificatele prev\u0103zute la alin. (1) \u015fi (2) se elibereaz\u0103 de c\u0103tre Ministerul S\u0103n\u0103t\u0103\u0163ii, prin SNSPMPDSB, absolven\u0163ilor programelor prev\u0103zute la art. 2, care au promovat examenul de specializare.<br \/>\nART. 4<br \/>\nTitularii certificatului prev\u0103zut la art. 3 alin. (1) dob\u00e2ndesc drept de liber\u0103 practic\u0103 de asistent medical \u00een specializarea ob\u0163inut\u0103 prin programul de reconversie profesional\u0103 efectuat, pot fi \u00eencadra\u0163i \u00een baza certificatului men\u0163ionat pe posturi specifice specializ\u0103rii respective \u015fi pot sus\u0163ine examenul de grad principal \u00een aceast\u0103 specializare, \u00een condi\u0163iile legii.<br \/>\nART. 5<br \/>\n(1) Titularii certificatului prev\u0103zut la art. 3 alin. (2) dob\u00e2ndesc dreptul de liber\u0103 practic\u0103 \u00een specialitatea de baz\u0103, cu precizarea domeniului aferent programului de specializare absolvit, pot fi \u00eencadra\u0163i \u00een structurile specifice domeniului aferent programului de specializare atestat \u015fi sus\u0163in examenul de grad principal \u00een specialitatea de baz\u0103, \u00een condi\u0163iile legii.<br \/>\n(2) Angajatorii pot impune prin publica\u0163ia de concurs condi\u0163ia de de\u0163inere a certificatului de absolvire prev\u0103zut la art. 3 alin. (2) pentru ocuparea posturilor vacante de asistent medical generalist din structurile specifice domeniului aferent programului de specializare atestat.<br \/>\nCAP. II<br \/>\nOrganizarea \u015fi desf\u0103\u015furarea programelor de specializare<br \/>\nART. 6<br \/>\n(1) Programele de specializare \u00een vederea reconversiei profesionale au ca scop dob\u00e2ndirea de noi titluri oficiale de calificare \u00een domeniile prev\u0103zute \u00een anexa nr. 1 la prezentele norme.<br \/>\n(2) La programele de specializare \u00een vederea reconversiei profesionale pot participa asisten\u0163i medicali generali\u015fti \u015fi asisten\u0163i medicali de pediatrie cu preg\u0103tire universitar\u0103 sau postliceal\u0103.<br \/>\n(3) Programele de specializare \u00een vederea dezvolt\u0103rii abilit\u0103\u0163ilor profesionale au ca scop dob\u00e2ndirea de cuno\u015ftin\u0163e teoretice \u015fi abilit\u0103\u0163i practice impuse de schimbarea condi\u0163iilor de munc\u0103 (un nou loc de munc\u0103, un nou tip de activitate, un nou aparat de explorare etc.), pentru cre\u015fterea performan\u0163elor profesionale individuale \u015fi satisfacerea la un nivel superior a cerin\u0163elor beneficiarilor prin acordarea unor servicii medicale de calitate \u00een concordan\u0163\u0103 cu specificul locului \u00een care \u00ee\u015fi desf\u0103\u015foar\u0103 activitatea.<br \/>\n(4) La programele de specializare \u00een vederea dezvolt\u0103rii abilit\u0103\u0163ilor profesionale pot participa asisten\u0163i medicali generali\u015fti, moa\u015fe \u015fi asisten\u0163i medicali cu preg\u0103tire universitar\u0103 sau postliceal\u0103.<br \/>\nART. 7<br \/>\n(1) Programul de specializare se organizeaz\u0103 \u015fi se desf\u0103\u015foar\u0103, pentru specializ\u0103rile prev\u0103zute \u00een anexele nr. 1 \u015fi 2 la prezentele norme, \u00een baza curriculumului de preg\u0103tire \u015fi a planului de \u00eenv\u0103\u0163\u0103m\u00e2nt, unitare la nivel na\u0163ional.<br \/>\n(2) Fiecare program de specializare are un responsabil na\u0163ional propus de OAMGMAMR \u015fi aprobat de Centrul de resurse umane \u00een s\u0103n\u0103tate public\u0103 din Ministerul S\u0103n\u0103t\u0103\u0163ii.<br \/>\n(3) Responsabilul na\u0163ional pentru fiecare program de specializare este cadru didactic universitar cu preg\u0103tire de specialitate \u015fi experien\u0163\u0103 \u00een domeniul respectiv.<br \/>\nART. 8<br \/>\n(1) Curriculumul de preg\u0103tire se elaboreaz\u0103 de responsabilul na\u0163ional \u00een colaborare cu SNSPMPDSB, conform anexei nr. 5 la prezentele norme, se avizeaz\u0103 de OAMGMAMR \u015fi se aprob\u0103 cu cel pu\u0163in 60 de zile \u00eenainte de \u00eenceperea programului de c\u0103tre ministrul s\u0103n\u0103t\u0103\u0163ii, la propunerea Centrului de resurse umane \u00een s\u0103n\u0103tate public\u0103 (CRUSP).<br \/>\n(2) Planul de \u00eenv\u0103\u0163\u0103m\u00e2nt al programului de specializare este parte integrant\u0103 din curriculumul de specializare \u015fi se \u00eentocme\u015fte de responsabilul na\u0163ional \u00een colaborare cu SNSPMPDSB.<br \/>\n(3) Pentru fiecare program de specializare \u015fi centru de preg\u0103tire, responsabilul na\u0163ional nominalizeaz\u0103 un responsabil local din r\u00e2ndul cadrelor didactice universitare sau al medicilor speciali\u015fti, cu preg\u0103tire de specialitate \u015fi experien\u0163\u0103 \u00een domeniul respectiv.<br \/>\n(4) Responsabilul local de program transmite responsabilului na\u0163ional lista persoanelor propuse pentru activitate didactic\u0103 \u00een vederea \u00eenscrierii acestora \u00een curriculumul de preg\u0103tire, precum \u015fi numele secretarului de curs.<br \/>\n(5) Aprobarea Ministerului S\u0103n\u0103t\u0103\u0163ii pentru fiecare program de specializare prev\u0103zut \u00een anexele nr. 1 \u015fi 2 la prezentele norme r\u0103m\u00e2ne \u00een vigoare pentru toate seriile de preg\u0103tire p\u00e2n\u0103 la o nou\u0103 propunere de modificare \u00eenaintat\u0103 de SNSPMPDSB la solicitarea responsabilului na\u0163ional de program.<br \/>\n(6) Orice modificare a prevederilor curriculumului de preg\u0103tire sau a planului de \u00eenv\u0103\u0163\u0103m\u00e2nt \u00eenaintat\u0103 de SNSPMPDSB la propunerea responsabilului na\u0163ional se avizeaz\u0103 de OAMGMAMR \u015fi se aprob\u0103 de c\u0103tre ministrul s\u0103n\u0103t\u0103\u0163ii, la propunerea Centrului de resurse umane \u00een s\u0103n\u0103tate public\u0103 (CRUSP).<br \/>\nART. 9<br \/>\n\u00cen baza curriculumurilor de preg\u0103tire aprobate, SNSPMPDSB anun\u0163\u0103 la \u00eenceputul fiec\u0103rui an universitar calendarul de organizare a programelor de specializare, pe serii de preg\u0103tire \u015fi pe centre, inclusiv pe site-ul propriu \u015fi pe site-ul OAMGMAMR.<br \/>\nART. 10<br \/>\n(1) La programele de specializare pot participa asisten\u0163i medicali generali\u015fti, moa\u015fe \u015fi asisten\u0163i medicali, care au specialit\u0103\u0163ile de baz\u0103 prev\u0103zute \u00een anexa nr. 1 \u015fi 2 la prezentele norme.<br \/>\n(2) La programele de specializare pentru reconversie profesional\u0103 particip\u0103 asisten\u0163ii medicali generali\u015fti \u015fi asisten\u0163ii medicali de pediatrie \u00eencadra\u0163i pe posturi \u00een specialit\u0103\u0163ile respective.<br \/>\n(3) Solicitarea c\u0103tre SNSPMPDSB pentru a participa la un program de specializare este f\u0103cut\u0103 de c\u0103tre unit\u0103\u0163i sanitare publice sau private \u015fi autorit\u0103\u0163i locale, pentru persoanele nominalizate de acestea, anual, p\u00e2n\u0103 la \u00eenceputul lunii septembrie.<br \/>\n(4) Dosarul de \u00eenscriere cuprinde:<br \/>\na) solicitarea unit\u0103\u0163ii angajatoare;<br \/>\nb) diploma de studii &#8211; \u00een copie;<br \/>\nc) certificat de membru OAMGMAMR\/aviz anual de liber\u0103 practic\u0103 &#8211; \u00een copie;<br \/>\nd) C.I. &#8211; \u00een copie;<br \/>\ne) dovada achit\u0103rii taxei de participare la program (integral sau par\u0163ial).<br \/>\n(5) Participarea la programele de specializare a asisten\u0163ilor medicali generali\u015fti, moa\u015felor \u015fi asisten\u0163ilor medicali \u00eencadra\u0163i cu contract individual de munc\u0103 se face \u00een conformitate cu prevederile\u00a0<u>art. 192-200 din Legea nr. 53\/2003 &#8211; Codul muncii, republicat\u0103<\/u>, cu modific\u0103rile \u015fi complet\u0103rile ulterioare.<br \/>\n(6) Asisten\u0163ii medicali generali\u015fti, moa\u015fele \u015fi asisten\u0163i medicali nu pot participa concomitent la dou\u0103 programe de specializare.<br \/>\nART. 11<br \/>\n\u00cen baza solicit\u0103rilor de \u00eenscriere primite pentru fiecare program de specializare, SNSPMPDSB stabile\u015fte \u00eempreun\u0103 cu responsabilul na\u0163ional:<br \/>\na) num\u0103rul grupelor de preg\u0103tire \u015fi al centrelor de preg\u0103tire aferente acestora;<br \/>\nb) componen\u0163a nominal\u0103 a fiec\u0103rei grupe de preg\u0103tire;<br \/>\nc) perioada de preg\u0103tire pentru fiecare grup\u0103 \u015fi centrul de preg\u0103tire;<br \/>\nd) lista cu personalul selectat din curriculumul de preg\u0103tire pentru activitatea didactic\u0103 \u015fi de secretariat pentru fiecare centru de preg\u0103tire \u00een parte, \u00eentocmit\u0103 la propunerea responsabilului local;<br \/>\ne) num\u0103rul orelor de activitate didactic\u0103 (teoretic\u0103 \u015fi practic\u0103) atribuit fiec\u0103rui lector \u015fi secretariatului conform planului de \u00eenv\u0103\u0163\u0103m\u00e2nt din cadrul curriculumului de preg\u0103tire;<br \/>\nf) lista materialelor necesare desf\u0103\u015fur\u0103rii programului de specializare pentru fiecare serie de preg\u0103tire;<br \/>\ng) loca\u0163iile unde se desf\u0103\u015foar\u0103 activit\u0103\u0163ile didactice \u015fi de secretariat pentru fiecare grup\u0103 de preg\u0103tire.<br \/>\nART. 12<br \/>\nDetaliile privind organizarea programului, reparti\u0163ia pe grupe \u015fi centre de preg\u0103tire vor fi publicate cu cel pu\u0163in 30 de zile \u00eenainte de data \u00eenceperii programului pe site-ul SNSPMPDSB (www.snspms.ro), comunicate responsabililor locali \u015fi secretariatelor \u00een vederea anun\u0163\u0103rii participan\u0163ilor \u00eenscri\u015fi la program.<br \/>\nART. 13<br \/>\n(1) Organizarea \u015fi desf\u0103\u015furarea unui program de specializare se realizeaz\u0103 \u00een baza unor contracte de colaborare \u00eencheiate de SNSPMPDSB cu responsabilul na\u0163ional de program \u015fi cu responsabilii locali din centrele de preg\u0103tire.<br \/>\n(2) Persoanele care desf\u0103\u015foar\u0103 activitate didactic\u0103 \u00eencheie cu SNSPMPDSB contracte de antrepriz\u0103.<br \/>\n(3) La propunerea responsabilului na\u0163ional, directorul general al SNSPMPDSB aprob\u0103 desf\u0103\u015furarea preg\u0103tirii \u015fi \u00een alte institu\u0163ii, cabinete medicale sau laboratoare acreditate, care asigur\u0103 desf\u0103\u015furarea procesului de \u00eenv\u0103\u0163\u0103m\u00e2nt la standardele de performan\u0163\u0103 prev\u0103zute \u00een curriculumul de preg\u0103tire.<br \/>\n(4) La propunerea responsabilului na\u0163ional \u015fi a responsabililor locali, SNSPMPDS \u00eencheie un protocol de colaborare cu toate institu\u0163iile unde se desf\u0103\u015foar\u0103 preg\u0103tirea teoretic\u0103 \u015fi\/sau practic\u0103 a programelor de specializare \u015fi asigur\u0103 necesarul de materiale consumabile corespunz\u0103toare preg\u0103tirii, f\u0103r\u0103 plata chiriei pentru spa\u0163iile sau dot\u0103rile puse la dispozi\u0163ie.<br \/>\nART. 14<br \/>\n(1) \u00cen cadrul programelor de specializare, participan\u0163ii sunt organiza\u0163i \u00een grupe de preg\u0103tire, num\u0103rul minim \u015fi maxim de cursan\u0163i\/grup\u0103 fiind prev\u0103zut \u00een curriculumul de preg\u0103tire.<br \/>\n(2) La solicitarea responsabilului na\u0163ional se pot organiza, pentru anumite specializ\u0103ri, grupe cu un num\u0103r mai mic sau mai mare de cursan\u0163i, cu aprobarea directorului general al SNSPMPDSB.<br \/>\nART. 15<br \/>\n(1) Pentru participarea la programul de specializare se percepe o tax\u0103 de instruire, stabilit\u0103 conform prevederilor actelor normative \u00een vigoare \u015fi prezentelor norme.<br \/>\n(2) Taxa de instruire pentru participan\u0163i se stabile\u015fte \u00een concordan\u0163\u0103 cu bugetele aferente programelor de specializare, iar plata acesteia se face \u00een contul SNSPMPDSB.<br \/>\n(3) Taxa de instruire se suport\u0103 de angajator, conform prevederilor\u00a0<u>art. 194 alin. (2) din Legea nr. 53\/2003 &#8211; Codul muncii, republicat\u0103<\/u>, cu modific\u0103rile \u015fi complet\u0103rile ulterioare, sau finan\u0163area poate proveni din alte surse.<br \/>\n(4) Taxa de instruire se restituie integral atunci c\u00e2nd cursantul se retrage cu cel pu\u0163in 24 de ore \u00eenainte de \u00eenceperea programului \u015fi \u00een procent de 75% dac\u0103 cursantul se retrage dup\u0103 \u00eenceperea cursului.<br \/>\n(5) Salaria\u0163ilor care beneficiaz\u0103 de cursul de specializare le sunt aplicabile prevederile\u00a0<u>art. 198 din Legea nr. 53\/2003 &#8211; Codul muncii, republicat\u0103<\/u>, cu modific\u0103rile \u015fi complet\u0103rile ulterioare.<br \/>\n(6) Prin actul adi\u0163ional la contractul de munc\u0103 se vor stabili \u015fi obliga\u0163iile cursan\u0163ilor care se retrag dup\u0103 \u00eenceperea cursului, din motive imputabile acestora.<br \/>\nART. 16<br \/>\n(1) Bugetele aferente programelor de specializare se \u00eentocmesc de SNSPMPDSB, pe baza propunerilor responsabilului na\u0163ional de program, \u00een func\u0163ie de num\u0103rul de participan\u0163i, num\u0103rul grupelor de preg\u0103tire, al centrelor de preg\u0103tire \u015fi de cheltuielile materiale \u015fi de personal corespunz\u0103toare programului.<br \/>\n(2) Din totalul sumelor \u00eencasate SNSPMPDSB \u00eei revine o cot\u0103 de 20% pentru managementul programului de specializare, iar din diferen\u0163a de 80% se acoper\u0103 cheltuielile privind presta\u0163ia didactic\u0103, precum \u015fi cheltuielile materiale (consumabile, suport de curs, taxa de creditare etc.).<br \/>\nART. 17<br \/>\n(1) Absolven\u0163ilor programului de specializare li se elibereaz\u0103 o adeverin\u0163\u0103 necesar\u0103 \u00eenscrierii la examenul de specializare organizat de Ministerul S\u0103n\u0103t\u0103\u0163ii.<br \/>\n(2) Adeverin\u0163ele sunt \u00eentocmite de SNSPMPDSB, conform anexelor nr. 6 \u015fi 7 la prezentele norme.<br \/>\n(3) Absolven\u0163ii programului de specializare se pot prezenta la examenul de specializare \u00een maximum 2 ani de la finalizarea preg\u0103tirii.<br \/>\nCAP. III<br \/>\nOrganizarea \u015fi desf\u0103\u015furarea examenului de specializare<br \/>\nART. 18<br \/>\n(1) Examenul de specializare se organizeaz\u0103 \u015fi se desf\u0103\u015foar\u0103, \u00een sesiuni anuale, la finalizarea programului, stabilite de Ministerul S\u0103n\u0103t\u0103\u0163ii la solicitarea SNSPMPDSB, cu cel pu\u0163in 60 de zile \u00eenainte, pentru fiecare specializare \u00een parte.<br \/>\n(2) \u00cen solicitarea SNSPMPDSB adresat\u0103 Ministerului S\u0103n\u0103t\u0103\u0163ii pentru aprobarea organiz\u0103rii examenului de specializare se propun componen\u0163a nominal\u0103 a comisiei centrale \u015fi a comisiilor locale de examen pentru fiecare specializare \u00een parte, loca\u0163iile de desf\u0103\u015furare a examenului \u015fi cuantumul taxei de participare la examen.<br \/>\nART. 19<br \/>\n(1) Pentru organizarea examenului de specializare, \u00een baza propunerii SNSPMPDSB, Ministerul S\u0103n\u0103t\u0103\u0163ii desemneaz\u0103 o comisie central\u0103 \u015fi comisii locale de examen, la nivelul centrelor de preg\u0103tire \u00een care se desf\u0103\u015foar\u0103 examenul de specializare.<br \/>\n(2) Comisia central\u0103 de examen are urm\u0103toarea componen\u0163\u0103:<br \/>\na) pre\u015fedinte: directorul general sau directorul general adjunct al SNSPMPDSB;<br \/>\nb) membri:<br \/>\n&#8211; un responsabil na\u0163ional al programului de specializare;<br \/>\n\u2013 un reprezentant al Ministerului S\u0103n\u0103t\u0103\u0163ii;<br \/>\n\u2013 un reprezentant al OAMGMAMR;<br \/>\nc) secretar: un reprezentant al SNSPMPDSB.<br \/>\n(3) Componen\u0163a nominal\u0103 a comisiilor locale se stabile\u015fte de SNSPMPDSB \u00eempreun\u0103 cu responsabilul na\u0163ional de program.<br \/>\n(4) Comisia local\u0103 de examen are urm\u0103toarea componen\u0163\u0103:<br \/>\na) pre\u015fedinte: responsabilul local al programului;<br \/>\nb) membri:<br \/>\n&#8211; 2 cadre didactice universitare sau\/\u015fi medici speciali\u015fti\/ asisten\u0163i medicali principali \u00een specializarea de examen;<br \/>\n\u2013 un reprezentant al filialei jude\u0163ene a OAMGMAMR;<br \/>\nc) secretar: un membru al comisiei, numit de pre\u015fedinte, \u00eendepline\u015fte \u015fi atribu\u0163iile de secretar.<br \/>\nART. 20<br \/>\nNu pot face parte din comisia central\u0103 de examen \u015fi din comisia local\u0103 cei care declar\u0103 ori despre care exist\u0103 informa\u0163ii publice certe c\u0103 sunt so\u0163\/so\u0163ie sau au rude ori afini p\u00e2n\u0103 la gradul IV inclusiv \u00een r\u00e2ndul candida\u0163ilor.<br \/>\nART. 21<br \/>\nPre\u015fedintele comisiei centrale de examen \u015fi pre\u015fedin\u0163ii comisiilor locale poart\u0103 \u00eentreaga r\u0103spundere pentru buna organizare \u015fi desf\u0103\u015furare a examenului de specializare.<br \/>\nART. 22<br \/>\nAtribu\u0163iile comisiei centrale de examen sunt:<br \/>\na) elaborarea testului-gril\u0103 de verificare a cuno\u015ftin\u0163elor \u015fi a grilei de corectur\u0103 pentru proba scris\u0103, precum \u015fi transmiterea acestora pre\u015fedin\u0163ilor comisiilor locale de examen;<br \/>\nb) rezolvarea contesta\u0163iilor primite de la comisia local\u0103 de examen, referitoare la corectitudinea \u00eentreb\u0103rilor din cadrul testului-gril\u0103;<br \/>\nc) validarea rezultatelor ob\u0163inute la examenul de specializare, \u00een baza procesului-verbal \u00eenaintat de comisia local\u0103 de examen.<br \/>\nART. 23<br \/>\nAtribu\u0163iile comisiei locale de examen sunt:<br \/>\na) preluarea, studierea \u015fi validarea dosarelor de \u00eenscriere ale candida\u0163ilor;<br \/>\nb) transmiterea c\u0103tre comisia central\u0103 de examen a listelor candida\u0163ilor \u00eenscri\u015fi \u015fi valida\u0163i, conform modelului primit de la comisia central\u0103;<br \/>\nc) multiplicarea, pentru fiecare candidat, a testului-gril\u0103 \u015fi a grilei de r\u0103spuns primite de la comisia central\u0103;<br \/>\nd) organizarea \u015fi desf\u0103\u015furarea probelor de evaluare \u015fi notarea testului-gril\u0103, conform grilei de corectur\u0103 primite de la comisia central\u0103 de examen;<br \/>\ne) instruirea candida\u0163ilor \u00eenainte de \u00eenceperea probelor de evaluare privind regulile ce trebuie respectate pe timpul desf\u0103\u015fur\u0103rii examenului;<br \/>\nf) elaborarea documentelor necesare pentru derularea operativ\u0103 a probelor de evaluare \u015fi pentru finalizarea examenului;<br \/>\ng) solu\u0163ionarea contesta\u0163iilor referitoare la notarea testelor-gril\u0103;<br \/>\nh) \u00eenaintarea la comisia central\u0103 de examen a procesului-verbal cu rezultatele finale ale examenului de specializare.<br \/>\nART. 24<br \/>\n(1) Examenul de specializare cuprinde:<br \/>\na) prob\u0103 practic\u0103;<br \/>\nb) prob\u0103 scris\u0103.<br \/>\n(2) Pentru a fi declara\u0163i &#8222;Promovat&#8221; candida\u0163ii trebuie s\u0103 ob\u0163in\u0103 la fiecare prob\u0103 de evaluare minimum nota 6,00.<br \/>\n(3) Proba scris\u0103 se sus\u0163ine numai de candida\u0163ii care au promovat proba practic\u0103.<br \/>\n(4) Candida\u0163ii nepromova\u0163i au dreptul s\u0103 se prezinte la un nou examen \u00een sesiunile organizate \u00een termen de 2 ani de la finalizarea programului de specializare.<br \/>\nART. 25<br \/>\n(1) \u00cen vederea organiz\u0103rii \u015fi desf\u0103\u015fur\u0103rii examenului de specializare, SNSPMPDSB public\u0103 pe site-ul propriu (www.snspms.ro) anun\u0163ul de examen, cu cel pu\u0163in 45 de zile \u00eenainte de \u00eenceperea acestuia.<br \/>\n(2) Anun\u0163ul de examen cuprinde:<br \/>\na) locul \u015fi perioada de \u00eenscriere;<br \/>\nb) con\u0163inutul dosarului de \u00eenscriere;<br \/>\nc) locul \u015fi perioada de desf\u0103\u015furare a examenului;<br \/>\nd) cuantumul taxei de participare la examen.<br \/>\n(3) \u00censcrierea participan\u0163ilor pentru examen se realizeaz\u0103 \u00een centrele \u00een care s-a f\u0103cut preg\u0103tirea \u015fi este coordonat\u0103 de c\u0103tre pre\u015fedin\u0163ii comisiilor locale.<br \/>\n(4) SNSPMPDSB comunic\u0103 pre\u015fedin\u0163ilor comisiilor locale perioada de \u00eenscriere la examen, condi\u0163iile de \u00eenscriere \u015fi modelul de raportare a listelor candida\u0163ilor valida\u0163i.<br \/>\nART. 26<br \/>\nLa examenul de specializare se pot \u00eenscrie candida\u0163ii care \u00eendeplinesc, cumulativ, urm\u0103toarele criterii:<br \/>\na) sunt absolven\u0163i ai programului de specializare organizat de Ministerul S\u0103n\u0103t\u0103\u0163ii;<br \/>\nb) au achitat taxa de participare la examen.<br \/>\nART. 27<br \/>\nDosarul de \u00eenscriere cuprinde urm\u0103toarele documente:<br \/>\na) cererea de \u00eenscriere;<br \/>\nb) copia actului de identitate;<br \/>\nc) certificatul de absolvire a programului de specializare, conform anexei nr. 3 la norme;<br \/>\nd) copia chitan\u0163ei de plat\u0103 a taxei de participare la examen.<br \/>\nART. 28<br \/>\n(1) Dosarele de \u00eenscriere se depun la secretariatul comisiei locale de examen, prin po\u015ft\u0103, curier, e-mail sau personal, p\u00e2n\u0103 la termenul stabilit pentru finalizarea \u00eenscrierilor.<br \/>\n(2) Comisia local\u0103 de examen, \u00een termen de 24 de ore de la finalizarea \u00eenscrierilor, studiaz\u0103 dosarele depuse \u015fi stabile\u015fte pentru fiecare rezultatul prin \u00eenscrierea men\u0163iunii &#8222;Admis&#8221; sau &#8222;Respins&#8221;.<br \/>\n(3) Rezultatul studierii dosarelor de \u00eenscriere se afi\u015feaz\u0103 la sediile comisiilor locale de examen, la sediul comisiei centrale de examen \u015fi pe site-ul SNSPMPDSB.<br \/>\n(4) Candida\u0163ii au dreptul s\u0103 conteste rezultatul studierii dosarelor, \u00een termen de 24 de ore de la data afi\u015f\u0103rii. Contesta\u0163ia se rezolv\u0103 de comisia local\u0103 de examen \u00een termen de 48 de ore de la data expir\u0103rii termenului de depunere a acestora.<br \/>\n(5) Candida\u0163ilor al c\u0103ror dosar a fost declarat &#8222;Respins&#8221; li se returneaz\u0103, la cerere, 75% din taxa de participare la examen, \u00een termenul prev\u0103zut de lege.<br \/>\nART. 29<br \/>\n(1) Proba practic\u0103 se desf\u0103\u015foar\u0103 \u00een centrul local de preg\u0103tire potrivit prevederilor curriculumului de preg\u0103tire \u015fi criteriilor stabilite de comisia local\u0103 de examen \u00een func\u0163ie de specializare (num\u0103r de subiecte, timp de executare, expunere, evaluare etc.).<br \/>\n(2) Rezultatele ob\u0163inute se afi\u015feaz\u0103 la sediul comisiei locale de examen.<br \/>\n(3) Proba practic\u0103 nu se contest\u0103.<br \/>\n(4) Secretarul comisiei locale de examen \u00eentocme\u015fte catalogul probei practice. Nota final\u0103 a fiec\u0103rui candidat se calculeaz\u0103, cu dou\u0103 zecimale, ca medie aritmetic\u0103 a notelor acordate de fiecare membru al comisiei.<br \/>\nART. 30<br \/>\n(1) Proba scris\u0103 se desf\u0103\u015foar\u0103 sub forma unui test-gril\u0103 de verificare a cuno\u015ftin\u0163elor elaborat de comisia central\u0103 de examen.<br \/>\n(2) Testul-gril\u0103 con\u0163ine 100 de \u00eentreb\u0103ri \u015fi se desf\u0103\u015foar\u0103 pe durata a dou\u0103 ore.<br \/>\n(3) Fiecare \u00eentrebare are 3 variante de r\u0103spuns (a, b, c), dintre care un singur r\u0103spuns este corect.<br \/>\nART. 31<br \/>\n(1) Comisia central\u0103 de examen se \u00eentrune\u015fte pentru elaborarea testului-gril\u0103 \u015fi a grilei de corectur\u0103 cu dou\u0103 zile \u00eenainte de sus\u0163inerea probei, \u00eentr-o loca\u0163ie stabilit\u0103 de pre\u015fedintele comisiei centrale de examen.<br \/>\n(2) Responsabilul na\u0163ional al programului de specializare propune \u00eentreb\u0103rile pentru testul-gril\u0103 \u015fi stabile\u015fte grila de corectur\u0103.<br \/>\n(3) Testul-gril\u0103 elaborat se p\u0103streaz\u0103 \u00een condi\u0163ii de securitate \u00een loca\u0163ia comisiei centrale de examen \u015fi se transmite, din aceea\u015fi loca\u0163ie, de c\u0103tre responsabilul na\u0163ional al programului, pre\u015fedin\u0163iilor comisiilor locale de examen \u00een ziua desf\u0103\u015fur\u0103rii examenului, pe adresa de e-mail indicat\u0103 de ace\u015ftia, la ora 8,00.<br \/>\n(4) Grila de corectur\u0103 se va p\u0103stra \u015fi transmite, \u00een condi\u0163iile alin. (3), cu o or\u0103 \u00eenainte de finalizarea examenului.<br \/>\n(5) Testul-gril\u0103 se multiplic\u0103 de c\u0103tre persoanele nominalizate de pre\u015fedintele comisiei locale, \u00een condi\u0163ii de securitate, \u00een spa\u0163ii stabilite de pre\u015fedintele comisiei locale de examen, \u00eentr-un num\u0103r de exemplare egal cu num\u0103rul candida\u0163ilor \u00eenscri\u015fi, la care se asigur\u0103 \u015fi o rezerv\u0103 de 10%.<br \/>\n(6) Grila de corectur\u0103 se listeaz\u0103 pe folie transparent\u0103 \u00eentr-un num\u0103r de exemplare care s\u0103 asigure o gril\u0103 de corectur\u0103 la cel mult 10 candida\u0163i. Folia este asigurat\u0103 de SNSPMPDSB.<br \/>\nART. 32<br \/>\nGrilele de r\u0103spuns sunt trimise comisiei locale de examen de c\u0103tre secretarul comisiei centrale de examen cu cel pu\u0163in 3 zile lucr\u0103toare \u00eenainte de sus\u0163inerea testului-gril\u0103, asigur\u00e2ndu-se pentru fiecare candidat c\u00e2te dou\u0103 exemplare.<br \/>\nART. 33<br \/>\n(1) Sala de examen \u00een care se desf\u0103\u015foar\u0103 testul-gril\u0103 este stabilit\u0103 de pre\u015fedintele comisiei locale de examen, \u00een func\u0163ie de num\u0103rul de candida\u0163i.<br \/>\n(2) Pentru fiecare sal\u0103 de examen \u00een care se desf\u0103\u015foar\u0103 testul-gril\u0103, pre\u015fedintele comisiei locale de examen stabile\u015fte responsabilul de sal\u0103 din r\u00e2ndul membrilor comisiei \u015fi supraveghetorii, asigur\u00e2ndu-se un supraveghetor la 20 de candida\u0163i, dar nu mai pu\u0163in de 2 pentru o sal\u0103. Supravegherea candida\u0163ilor poate fi asigurat\u0103 \u015fi de c\u0103tre membrii comisiei locale de examen, dup\u0103 caz.<br \/>\n(3) Responsabilul de sal\u0103 are urm\u0103toarele atribu\u0163ii:<br \/>\na) afi\u015feaz\u0103 la intrarea \u00een sala de examen, \u00een preziua examenului p\u00e2n\u0103 la ora 12,00, tabelul nominal cu candida\u0163ii repartiza\u0163i s\u0103 sus\u0163in\u0103 testul-gril\u0103, \u00een ordine alfabetic\u0103;<br \/>\nb) verific\u0103 sala de examen, \u00eendep\u0103rt\u00e2nd toate materialele care \u00eei pot influen\u0163a pe candida\u0163i \u00een rezolvarea testului-gril\u0103;<br \/>\nc) stabile\u015fte locul fiec\u0103rui candidat, \u00een func\u0163ie de num\u0103rul curent din tabelul nominal;<br \/>\nd) verific\u0103 prezen\u0163a \u015fi identitatea candida\u0163ilor \u015fi o consemneaz\u0103 \u00een documentele de eviden\u0163\u0103;<br \/>\ne) distribuie candida\u0163ilor, la ora stabilit\u0103 pentru \u00eenceperea probei, c\u00e2te un test-gril\u0103 \u015fi o gril\u0103 de r\u0103spuns;<br \/>\nf) precizeaz\u0103 modul de completare de c\u0103tre candida\u0163i, \u00een spa\u0163iul special destinat pe grila de r\u0103spuns, a datelor de identificare ale acestora, p\u00e2n\u0103 la \u00eenceperea probei;<br \/>\ng) verific\u0103 existen\u0163a unor semne distinctive pe testele-gril\u0103 \u015fi pe grilele de r\u0103spuns, lu\u00e2nd m\u0103suri de anulare a celor descoperite cu asemenea semne prin \u00eenscrierea pe lucrare &#8222;Anulat&#8221;, cu semn\u0103tura proprie, \u015fi asigur\u0103 un nou test-gril\u0103 sau gril\u0103 de r\u0103spuns candidatului \u00een cauz\u0103, cu respectarea transparen\u0163ei acestei activit\u0103\u0163i \u015fi a prevederilor lit. f); la fel se procedeaz\u0103 \u015fi \u00een cazul \u00een care unii candida\u0163i doresc s\u0103 \u00ee\u015fi transcrie grila de r\u0103spuns, f\u0103r\u0103 s\u0103 dep\u0103\u015feasc\u0103 timpul afectat probei;<br \/>\nh) \u00eenscrie pe grila de r\u0103spuns a candida\u0163ilor care se retrag din examen &#8222;Retras&#8221;; cei care, din orice motiv, p\u0103r\u0103sesc sala \u00een primele 30 de minute de la \u00eenceperea probei predau \u015fi testul-gril\u0103;<br \/>\ni) \u00eentocme\u015fte proces-verbal \u00een cazul \u00een care au loc evenimente deosebite, document semnat \u015fi de supraveghetori, \u015fi de 2 candida\u0163i din sala respectiv\u0103;<br \/>\nj) preia de la candida\u0163i, pe baz\u0103 de semn\u0103tur\u0103, grilele de r\u0103spuns completate;<br \/>\nk) verific\u0103 r\u0103spunsurile din gril\u0103 \u015fi noteaz\u0103 pe acestea punctajul ob\u0163inut;<br \/>\nl) dup\u0103 terminarea probei \u015fi evaluarea grilelor de r\u0103spuns, ambaleaz\u0103 \u00een plicuri separate grilele de r\u0103spuns corectate, grilele cu men\u0163iunea &#8222;Retras&#8221; \u015fi, \u00eempreun\u0103, grilele nefolosite \u015fi cele cu men\u0163iunea &#8222;Anulat&#8221;; pe fiecare plic se men\u0163ioneaz\u0103 sala, num\u0103rul de candida\u0163i \u015fi num\u0103rul de grile;<br \/>\nm) pred\u0103 secretarului comisiei locale de examen sau pre\u015fedintelui, dup\u0103 caz, pe baz\u0103 de semn\u0103tur\u0103, \u00een prezen\u0163a a cel pu\u0163in unui supraveghetor \u015fi a 2 candida\u0163i, plicurile prev\u0103zute la lit. l), documentele de examen completate \u015fi semnate de cei nominaliza\u0163i \u00een formulare, catalogul cu rezultatele ob\u0163inute la testul-gril\u0103 \u015fi, unde este cazul, procesul-verbal prev\u0103zut la lit. i).<br \/>\nART. 34<br \/>\n\u00cen timpul desf\u0103\u015fur\u0103rii testului-gril\u0103, responsabilul de sal\u0103 \u015fi supraveghetorii nu rezolv\u0103 \u00eentreb\u0103ri, nu dau indica\u0163ii privind rezolvarea \u00eentreb\u0103rilor, nu permit intrarea \u00een sal\u0103 a altor persoane, \u00een afara membrilor comisiei locale de examen.<br \/>\nART. 35<br \/>\n(1) \u00cen ziua examenului, responsabilul de sal\u0103 \u015fi supraveghetorii sunt prezen\u0163i \u00een s\u0103lile de examen, la ora stabilit\u0103 prin publica\u0163ia de examen, av\u00e2nd asupra lor un duplicat al tabelelor afi\u015fate pe u\u015f\u0103 \u015fi catalogul candida\u0163ilor din sala respectiv\u0103.<br \/>\n(2) Candida\u0163ii au acces \u00een sala de examen cu o or\u0103 \u00eenainte de \u00eenceperea examenului, pe baza tabelelor aflate la responsabilii de s\u0103li \u015fi afi\u015fate la intrare \u015fi a actului de identitate (C.I. sau pa\u015faport).<br \/>\n(3) Candida\u0163ii sunt a\u015feza\u0163i \u00een sal\u0103 \u00een ordine alfabetic\u0103, conform tabelului, astfel \u00eenc\u00e2t \u00eentre doi candida\u0163i s\u0103 r\u0103m\u00e2n\u0103 cel pu\u0163in un loc liber. Excep\u0163ie fac perechile so\u0163-so\u0163ie, frate-sor\u0103, care au obliga\u0163ia, sub sanc\u0163iunea elimin\u0103rii din examen, s\u0103 semnaleze aceasta responsabilului de sal\u0103, pentru a fi a\u015feza\u0163i separat unul de cel\u0103lalt.<br \/>\n(4) Candida\u0163ii care nu se afl\u0103 \u00een s\u0103lile de examen \u00een momentul distribuirii testelor-gril\u0103 \u015fi a grilelor de r\u0103spuns pierd dreptul de participare la examen.<br \/>\n(5) \u00cen sala de examen sunt interzise discu\u0163iile dintre candida\u0163i, consultarea oric\u0103rui fel de material, copierea \u015fi utilizarea telefoanelor mobile. Candida\u0163ii care \u00eencalc\u0103 aceste reguli sunt elimina\u0163i din examen, fapt ce se consemneaz\u0103 \u00een procesul-verbal, \u015fi se informeaz\u0103 operativ pre\u015fedintele comisiei locale de examen.<br \/>\nART. 36<br \/>\n(1) \u00cen ziua de examen, la ora stabilit\u0103 de pre\u015fedintele comisiei locale de examen, \u00een func\u0163ie de timpul necesar multiplic\u0103rii testelor-gril\u0103, se distribuie fiec\u0103rui candidat un test-gril\u0103 \u015fi o gril\u0103 de r\u0103spuns. Un candidat poate schimba o singur\u0103 dat\u0103 grila de r\u0103spuns.<br \/>\n(2) Dup\u0103 confruntarea datelor de identificare \u00eenscrise de candida\u0163i pe grila de r\u0103spuns (numele \u015fi prenumele cu ini\u0163iala tat\u0103lui, specializarea, seria \u015fi num\u0103rul actului de identitate) cu cele din actele de identitate, responsabilul de sal\u0103 stabile\u015fte ora de \u00eencepere \u015fi de finalizare a probei, care se noteaz\u0103 pe tabl\u0103 sau pe o coal\u0103 de h\u00e2rtie afi\u015fat\u0103 la loc vizibil.<br \/>\n(3) Din momentul primirii testelor-gril\u0103 \u015fi a grilelor de r\u0103spuns, candida\u0163ii nu pot p\u0103r\u0103si sala de examen dec\u00e2t dup\u0103 30 de minute \u015fi numai dup\u0103 predarea grilei de r\u0103spuns. Pentru necesit\u0103\u0163i fiziologice candida\u0163ii pot p\u0103r\u0103si sala de examen numai \u00eenso\u0163i\u0163i de un supraveghetor, iar timpul absen\u0163ei din sal\u0103 nu prelunge\u015fte durata probei pentru candida\u0163ii respectivi.<br \/>\n(4) Pentru completarea datelor de identitate \u015fi a grilelor de r\u0103spuns candida\u0163ii folosesc numai cerneal\u0103 sau pix de culoare albastr\u0103. Orice alt\u0103 culoare dec\u00e2t cea albastr\u0103 este interzis\u0103, fiind considerat\u0103 semn distinctiv.<br \/>\nART. 37<br \/>\nDup\u0103 expirarea timpului, candida\u0163ii predau responsabilului de sal\u0103, pe baz\u0103 de semn\u0103tur\u0103, grilele de r\u0103spuns \u015fi a\u015fteapt\u0103 \u00een sal\u0103 corectarea grilei. Testul-gril\u0103 r\u0103m\u00e2ne \u00een posesia candida\u0163ilor, cu excep\u0163ia celor care, din orice motiv, p\u0103r\u0103sesc sala de examen \u00een primele 30 de minute de examen.<br \/>\nART. 38<br \/>\n(1) \u00cen ziua de examen, dup\u0103 o or\u0103 de la \u00eenceperea probei, secretarul comisiei locale de examen sau persoana desemnat\u0103 de pre\u015fedintele comisiei, dup\u0103 caz, transmite \u00een sala de examen plicul sigilat care con\u0163ine grila de corectur\u0103.<br \/>\n(2) Plicul cu grila de corectur\u0103 se desigileaz\u0103 dup\u0103 expirarea timpului stabilit pentru sus\u0163inerea testului-gril\u0103 \u015fi numai dup\u0103 ce to\u0163i candida\u0163ii au predat grilele de r\u0103spuns.<br \/>\nART. 39<br \/>\n(1) Corectarea grilelor de r\u0103spuns se face de c\u0103tre responsabilul de sal\u0103, cu ajutorul grilei de corectur\u0103, \u00een prezen\u0163a candidatului \u015fi a \u00eenc\u0103 2 candida\u0163i din sala respectiv\u0103.<br \/>\n(2) Prin r\u0103spuns &#8222;corect&#8221; se \u00een\u0163elege completarea grilei de r\u0103spuns, prin umplerea cercului corespunz\u0103tor literei cu r\u0103spunsul corect. La umplerea a dou\u0103 sau 3 cercuri \u015fi\/sau \u00een cazul t\u0103ierii cu X a unui cerc umplut, \u00eentrebarea respectiv\u0103 se noteaz\u0103 cu 0 puncte.<br \/>\n(3) Se suprapune grila de corectur\u0103 cu grila de r\u0103spuns \u015fi se num\u0103r\u0103 \u00eentreb\u0103rile care au r\u0103spunsuri corecte. Fiecare \u00eentrebare cu r\u0103spuns corect se noteaz\u0103 cu un punct.<br \/>\n(4) Punctajul final al fiec\u0103rei grile de r\u0103spuns este egal cu suma \u00eentreb\u0103rilor cu r\u0103spuns corect. Punctajul maxim este de 100 de puncte, corespunz\u0103tor notei 10.<br \/>\n(5) Pe fiecare gril\u0103 de r\u0103spuns se trece punctajul final ob\u0163inut \u015fi se semneaz\u0103 de candidat \u015fi de cei 2 candida\u0163i care au asistat la corectare.<br \/>\nART. 40<br \/>\n(1) Candida\u0163ii pot s\u0103 conteste rezultatul testului-gril\u0103 \u00een termen de dou\u0103 ore de la data comunic\u0103rii punctajului ob\u0163inut. Contesta\u0163ia se solu\u0163ioneaz\u0103 de comisia local\u0103 de examen \u00een termen de 24 de ore de la data expir\u0103rii termenului de depunere a acestora. Contesta\u0163iile cu privire la corectitudinea \u00eentreb\u0103rilor se transmit comisiei centrale \u015fi se solu\u0163ioneaz\u0103 \u00een termen de 48 de ore.<br \/>\n(2) Dup\u0103 solu\u0163ionarea eventualelor contesta\u0163ii, secretarul comisiei locale de examen \u00eentocme\u015fte catalogul probei scrise.<br \/>\nART. 41<br \/>\n(1) Media final\u0103 a fiec\u0103rui candidat se calculeaz\u0103, cu dou\u0103 zecimale, ca medie aritmetic\u0103 a notelor ob\u0163inute la proba practic\u0103 \u015fi proba scris\u0103.<br \/>\n(2) Secretarul comisiei locale de examen, \u00een baza mediilor finale \u015fi a cataloagelor pentru fiecare prob\u0103, \u00eentocme\u015fte catalogul examenului de specializare.<br \/>\nART. 42<br \/>\n(1) \u00cen termen de 5 zile lucr\u0103toare de la finalizarea examenului de specializare, pre\u015fedintele comisiei locale de examen \u00eenainteaz\u0103 comisiei centrale de examen, pentru validare, procesul-verbal cu rezultatele ob\u0163inute de candida\u0163i.<br \/>\n(2) Cataloagele cu note, grilele de r\u0103spuns ale candida\u0163ilor \u015fi documentele pentru plata membrilor comisiei locale de examen se \u00eenainteaz\u0103 SNSPMPDSB, \u00een termen de 10 zile lucr\u0103toare de la finalizarea examenului.<br \/>\n(3) Dosarele de \u00eenscriere ale candida\u0163ilor \u015fi toate documentele \u00eentocmite pentru organizarea examenului de specializare, at\u00e2t la nivel local, c\u00e2t \u015fi central, se p\u0103streaz\u0103 \u00een arhiva SNSPMPDSB \u015fi au regimul documentelor de personal \u015fi \u00eenv\u0103\u0163\u0103m\u00e2nt.<br \/>\nCAP. IV<br \/>\nDispozi\u0163ii finale<br \/>\nART. 43<br \/>\n(1) Formularele certificatelor de absolvire sunt procurate de SNSPMPDSB.<br \/>\n(2) \u00centocmirea, eliberarea, eviden\u0163a \u015fi
